I just came accross this very interesting book on "Innovation Policy - A Guide for Developing Countries" published by the World Bank/The International Bank for Reconstruction and Development.
This guide covers basically all aspects of innovation policies ranging from: Policy Concept, Policy Function and Policy Implementation. It also answers the famous questions: "Why? What? How?"
