Quan, a national of Canada, joined the World Intellectual Property Organization (WIPO) in 2003. He currently leads the PCT Outreach and User Relations Section, PCT Legal Division. His responsibilities include the management and delivery of PCT outreach, training, and relations with the PCT user community. Prior to joining WIPO, Quan worked at the Canadian Intellectual Property Office, Industry Canada, and the Department of Foreign Affairs and International Trade Canada. Quan has a Bachelor of Applied Science (BASc), cum laude, in Mechanical Engineering from the University of Ottawa and is a registered Professional Engineer with the Province of Ontario.

Quan, un ressortissant du Canada, a rejoint l'Organisation Mondiale de la Propriété Intellectuelle (OMPI) en 2003. Il dirige actuellement la Section Sensibilisation PCT et des relations utilisateurs PCT, division juridique du PCT. Ses responsabilités comprennent la gestion et la livraison de sensibilisation sur PCT, la formation et les relations avec la communauté des utilisateurs du PCT. Avant de rejoindre l'OMPI, Quan a travaillé à l'Office de la propriété intellectuelle du Canada, l’Industrie Canada et le ministère des Affaires étrangères et du Commerce international Canada. Quan est licencié en sciences appliquées (B.Sc.A.) (cum laude), en ingénierie mécanique de l'Université d'Ottawa et est un ingénieur professionnel enregistré dans la province de l'Ontario.
